The law states that "given enough eyeballs, all bugs are shallow"; or more formally: "Given a large enough beta-tester and co-developer base, almost every problem will be characterized quickly and the fix obvious to someone."

It can be acceptable in a sense of comparison from worse situation, though his concept of the "enough" number of eyes or hands is unclear. Yes I think so to the extent of available conditions, but we should not use this phrase as an excuse of poor or stupid results.
